Registering for SIG-IS
SIG-IS has a registration program for drug stores and pharmacies to register as 90% Rule Merchants. This generally applies to merchants using a standalone credit card terminal or a point-of-sale system (POS) that does not support the IIAS standard.
To register for participation in the SIG-IS 90% Rule program, the IRS requires that drug stores/pharmacies qualify on a store location by store location basis. During registration, a drug store/pharmacy attests that 90% of the store's gross receipts during the prior taxable year consisted of items which qualify as medical expenses (including over-the-counter eligible healthcare items).
The only types of merchants that may register for the 90% rule are drug stores and pharmacies.
- Visit Join (sig-is.org)
- Select Online Membership Application.
- Choose Merchant/Retailer in step one.
- Select your specific type of business.
- Fill in your business specific information as prompted on the application.

Processor Information Needed Once set up with SIG-IS
Obtain the following from Talus (if you are a new merchant and already had SIG-IS with your previous processor, you will need to update this in the SIG-IS portal):
- Processor: You will select Talus Pay in the drop down.
- MID: This is your Talus Provided Merchant ID (the full MID, not the last 6).
- MasterCard ICA
- Visa BIN
- MasterCard Card Acceptor ID
- Visa Card Acceptor ID
- Merchant Category Code (MCC)
Once you have obtained the above information follow the steps below:
- Visit www.sig-is.org.
- Click Login at the top of the page.
- Enter username and password.
- Click Access 90% Forms on the RIGHT side of the page.
- Click Add New 90% Registration and complete the form.
The FSA card issuers update their systems on Mondays of each week. You may begin attempting to accept FSA cards the following Tuesday from when you completed the 90% registration form. Please be patient because sometimes there may be a delay in getting all of the plan administrators’ systems up to date. In addition, please be aware there are some benefit plans that do not honor the 90% rule and require their cardholders to use their card at an IIAS certified merchant that has a point-of-sale system.
